Petits Fours Frosting

2 cup granulated sugar
1/8 teaspoon cream of tartar
1 cup hot water
1/2 teaspoon vanilla
About 1 1/2 cups sifted confectioners' sugar
Cook granulated sugar, cream of tartar, and hot water to thin syrup (226ø). Cool to lukewarm (110ø).
